New law regulating cannabis clubs
The Parliament of Catalonia approved a law this June regulating cannabis consumer associations. Resulting from a Popular Legislative Initiative (ILP), the law will regulate the operating rules that must be complied with by the more than 400 cannabis clubs existing in Catalonia, according to the Mossos d’Esquadra, as well as the cultivation and transport of marijuana.
The regulation establishes the conditions for forming a cannabis club. It sets out the duties and rights that members of these entities must adhere to. And it determines that these establishments must maintain a register book recording all movements within the premises, including the quantity consumed per individual and the acquisition dates.
The regulation also addresses the production and storage of cannabis. Cannabis clubs must be self-sufficient and distribute cannabis exclusively among their adult members who practice private consumption, whether for therapeutic or recreational purposes, with a maximum monthly consumption of 60 grams of the drug per member. Hygienic and sanitary control measures are also foreseen to prevent risks associated with the associations’ activities.
